This weird guy likes me! Help?

This boy in my cl has a crush on me. But he's like really weird. I dont judge people but he really scares me. He has temper tantrums and he gets mad easily. He always jumps to conclusions and insults people. He has had fights with me so i dont understand how he likes me. I am nice to him, only because im not the rude type of person. At recess he stalks me and my friend and when we run into the girls washroom he waits outside for us. He is more feminin too and he has a lisp. He is always trying to be cute and he always stares at me. He just looks creepy! NOT cute! he walks like a girl and the teachers think hes weird because he pretends to fly in the cl. He moves his arms and bulges his eyes, sticks out his stomach, does this thing with his lip and tries to get my attention in front of the teachers. I told him i wouldnt ever like him in that way. But he still bugs me! HELP! how can i get him away! Btw, he used to like my friend. The only way she got him away was to be rude. But im not that kind of person!
