Is it safe to rig up a fuel pump with a toggle swith?

That would work. The only danger would be if you forgot to turn it off when you leave the car and have a small gas leak. That is why they are wired into the ignition so when you turn it off the pump is off. On the good side, it would make the car theft proof (as far as hot wiring) if the toggle is somewhat hidden.
